Written Inputs to the Global Dialogue on AI Governance

MAP-AI, a coalition led by the Centre for Communication Governance (CCG) at National Law University Delhi and the Global Network Initiative (GNI) has submitted detailed recommendations to the United Nations’ consultation process for the first Global Dialogue on AI Governance (UNGD).

Drawing on insights from global convenings held over the last year, the submission calls for the UNGD to prioritize meaningful multistakeholder participation, particularly from civil society, academia, and Global Majority communities that remain underrepresented in global AI governance discussions.

The submission emphasizes the need for:

  • Rights-based and accountable AI governance grounded in international human rights frameworks;
  • Greater coordination and interoperability across global AI governance initiatives;
  • Financing and capacity-building mechanisms for under-resourced countries and communities;
  • Stronger transparency, accountability, and oversight mechanisms for governments and industry;
  • Inclusion of cross-cutting issues such as environmental sustainability, data justice, labour rights, and context-driven AI infrastructure.

 

The recommendations also urge the UNGD to build on lessons from internet governance processes such as WSIS, the IGF, and NETmundial, while creating sustained mechanisms for public participation, regional consultations, and multistakeholder working groups.

The submission was developed through consultations held across four continents, including programming alongside the India AI Impact Summit 2026, and reflects contributions from a broad network of civil society organizations, researchers, academics, and policy experts globally.
