The Centre for Communication Governance submitted its comments on the proposed 2026 amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (IT Rules). While we welcome the opportunity to participate in the consultative process, our comments, focusing on Rule 3(4) in particular,  highlight concerns of the proposed amendments being ultra vires of the IT Act and heightening concerns of overcompliance. 

We hope the final rules will significantly address these comments, and we remain committed to a digital regulatory framework that is in line with constitutional principles and safeguards.
